Some PHRF committees view keelboats that don't have heads, cooking facilities, and lifelines (such as Stars, Solings, Etchells, 210's, or Atlantics) somewhat more dimly than centerboarders that do have all those things (like Tartan 37's, some C&C 36's and Pearson 40's for example.) If you race a Star in a PHRF fleet, don't be surprised when the other skippers start suggesting that the RC include long spinnaker runs and races that last longer than the average bladder can stand. All's fair in love and war, and this isn't love. Of course, you didn't intend to come into PHRF to clean up against all those bathtubs, did you?
