Yesterday I read Clay Johnson's sailing blog (www.claysails.com) about the Laser finals of the Princesa Sofia regatta. He wrote that a competitor headed up on him coming into the leeward mark in order to draw a foul and that it worked. I have also read of other such instances where two backmarkers decide to duke it out for last place by using luffing rights. I'm wondering why this kind of thing is encouraged by the racing rules. It seems to have little to do with sailing faster. It seems to have more to do with bullying. I can see how it might be neccessary to have this type of thing during the pre-start sequence or possibly in match racing. Can someone give a good reason for these luffing rules after the start of a fleet race?
